Increases the minimum penalty imposed upon homeowners, renters, and managers of real property when they intentionally, knowingly, or recklessly allow others to unlawfully use aerial devices from their respective properties after 9:00 p.m. and before 9:00 a.m.

Establishes a state income tax credit for qualified expenses incurred by certain individuals employed by the Department of Education, Hawaiʻi state public library system, or as part of a head start program in a school. Effective 6/30/3000. (SD1)
Appropriates funds for capital improvement projects in the forty-eighth representative district.
Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, with a sign giving notice of the closure. Establishes the 2023 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.
Beginning 1/1/2024, establishes a program for the licensure, regulation, and oversight of special purpose digital currency companies. Extends operations of companies in the digital currency innovation lab under certain circumstances. Appropriates funds for three full-time equivalent (3.0 FTE) permanent examiners. Expands the time period by which a civil action for childhood sexual abuse may be initiated, including an otherwise timebarred action. Authorizes a court to require personnel of legal entities to undergo training on traumainformed response. Effective 6/30/3000. (HD1)
Beginning 7/1/2024, subjects all electric vehicles to a state mileage-based road usage fee instead of paying a registration surcharge. Requires a vehicle inspection certificate to state the odometer reading of the vehicle. Clarifies that the type of fuel required on applications for vehicle registration includes batteries or electricity. Requires the department of transportation to develop a long-term mileage-based usage fee implementation plan for all passenger vehicles and light duty trucks by 2033. Requires the department of transportation to seek federal funding. Appropriates American Rescue Plan Act funds for the state mileage-based road usage fee program.
Requires the board of education to adopt rules to expand the jurisdiction of all public schools under the purview of the department of education to include a quarter-mile radius surrounding each public school.
Establishes a two-year nonrefundable individual income tax credit for expenses paid to retrofit a residence with wind resistive devices. Applies to taxable years beginning after 12/31/2023. Sunsets 12/31/2025. Effective 6/30/3000. (HD1)
