RELATING TO PAID FAMILY LEAVE.

By 1/1/2028, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2029, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. RELATING TO ALLOWANCE ON SERVICE RETIREMENTS.

Includes certain law enforcement administrators and employees of the Department of Law Enforcement as class A members of the pension and retirement systems and provides guidance for the computation of retirement benefits similar to police officers. Effective 07/01/3000. (HD2)

RELATING TO CONTRACTORS.

Repeals the leasing restriction on owner-builders who obtain an owner-builder exemption to act as their own contractor and who build or improve residential or farm buildings or structures on property they own or lease and do not offer the buildings or structures for sale. Requires an owner or lessee to provide signed written notice that the structure for lease or sublease was built or improved by an individual who is not a licensed contractor. Effective 7/1/3000. RELATING TO POLICING.

Requires county police departments and police oversight agencies to collect and report certain data regarding police stops, uses of force, and complaints to the Crime Prevention and Justice Assistance Division of the Department of the Attorney General. Requires the Division to collect and publish incident-level information and an annual report on the data collected. Effective 7/1/3000. (HD1)

RELATING TO CHILD CARE.

Establishes a child care classroom contracts pilot program to require the Department of Human Services to contract directly with child care center providers in licensed infant and toddler child care centers and group child care centers that meet certain criteria. Requires reports to the Legislature. Sunsets the pilot program on 6/30/2028. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION.

RELATING TO STUDENT HEAT EXPOSURE SAFETY.

Requires the Department of Education, in collaboration with the Department of Health and State Public Charter School Commission, to conduct a study on the current practices of managing heat exposure in state public and charter schools to protect students' health during outdoor activities and to develop a plan if the current practices are insufficient in managing heat exposure. Effective 7/1/3000. (HD1)

RELATING TO STUDENT HEALTH.

Authorizes a school to maintain a stock supply of bronchodilators to be administered under certain conditions. Authorizes certain employees of a school and department personnel to administer certain medication in emergency situations, under certain conditions. Amends prescription drug labeling requirements to include certain information related to a school, if applicable. Effective 7/1/3000. (HD1)

RELATING TO SCHOOL IMPACT FEES.

Places oversight of the School Impact Fee Program under the School Facilities Authority Board. Directs the School Facilities Authority Board to carry out the processes and procedures conducted by the Board of Education to dissolve a school impact district upon the transfer of oversight of the School Impact Fee Program. Effective 7/1/3000. (HD1)
