RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS.

Expands eligibility for state-funded individual development accounts to households with income up to 100 percent of the area median income. Expands allowable uses of account funds for costs associated with rental housing, public transportation, and purchasing or repairing a motor vehicle. Clarifies reporting requirements for fiduciary organizations. Reactivates the tax credit for the five-year period from 2020 through 2024. Effective 7/1/2075. (SD1)

RELATING TO PALLIATIVE CARE.

RELATING TO INSURANCE.

RELATING TO COSMETICS.

Bans the import for profit, sale, and offer for sale of any cosmetic in the State, if the final product or any component of the product was developed or manufactured using animal testing performed on or after 1/1/2021. Effective 1/1/2150. (SD1)

RELATING TO CHECK CASHING.

Requires check cashers to be registered with DCCA and to offer a voluntary payment plan to customers under certain circumstances. Establishes the terms of voluntary payment plans. Clarifies that a customer may only have one outstanding deferred deposit transaction from any source. Amends notices to customers required of check cashers. Removes the exemption for persons engaged in the bona fide retail sale of goods or services. Requires the Auditor to conduct a sunrise analysis of the regulation of payday lenders and deferred deposit agreements in the State. (HB332 HD1)

RELATING TO MARIJUANA.

Provides for the expungement of criminal records pertaining solely to the possession of three grams or less of marijuana. Decriminalizes the possession of three grams or less of marijuana and establishes that the possession is a violation punishable by a monetary fine of $130. Establishes a marijuana evaluation task force to make recommendations on changing marijuana use penalties and outcomes in the State. (HB1383 CD1)

RELATING TO SATELLITE NAVIGATION TECHNOLOGY.

Prohibits the sale or offering for sale of location data collected using satellite navigation technology without the explicit consent of the individual who is the primary user of the satellite navigation technology-equipped device. (SD2)

RELATING TO THE STATE HIGHWAY ENFORCEMENT PROGRAM.
