Establishes the Alcohol and Drug Abuse Division Special Fund (Special Fund) within the Department of Health. Reclassifies specific low-level marijuana offenses as non-criminal violations subject to a fine, which shall be deposited into the Special Fund for public education and awareness programs aimed at reducing the use of harmful drugs.

Requires each house of the Legislature to establish, by rule, procedures that enable the legislature to use remote testimony at legislative committee hearings to enable the public to present oral testimony at committee hearings and accommodate persons with disabilities. Appropriates funds.
Requires the Judiciary to establish a 5-year pilot program for restorative justice. Requires the judiciary to inform various criminal attorneys of the existence of the pilot program. Appropriates funds.
Requires the Department of Human Services to post on its website reports of child care facility inspections beginning with inspections occurring after 12/31/2019, and suspected or actual complaint violations, including the Department of Human Services' findings and corrective actions. Requires an application for motor vehicle registration to include additional identifying information. Authorizes the counties to assess a fine against the legal or registered owner of a vehicle deemed abandoned. Requires the legal or registered owner to have up-to-date motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle. Defines "state boating facility" to include any day-use mooring buoy system. Authorizes funds from the Boating Special Fund to be used for any day-use mooring buoy system in the State. (HB1460 HD1)
Requires the Auditor to conduct a management and program audit of the Department of Education's policies relating to bullying and cyberbullying, especially as they apply to students who are members of certain minority groups.
Requires the executive office on aging to coordinate with the University of Hawaii center on aging to implement an active aging initiative. Establishes an active aging advisory committee. Appropriates funds.
Authorizes a county to adopt rules or ordinances that place stricter limitations on a passenger seated in the bed or load-carrying area of a pickup truck while the vehicle is in operation.
Establishes licensure of midwives including scope of practice, professional code of conduct, continuing education requirements, and prescriptive drug authority.
