Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that govern smoking.

Extends the sunset date of Act 107, SLH 2023, which allows for the reimbursement of services provided through telehealth via an interactive telecommunications system, until 12/31/2026. (HD2)
Prohibits the licensing of an adult residential care home, expanded adult residential care home, or developmental disabilities domiciliary home that is financed, managed, operated, supervised, directed, or owned in whole or in part by a person convicted of a gambling offense.
Repeals the requirement to use the Hawaii ABLE Savings Program Trust Fund if the Director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager. Authorizes the Director of Finance to expend moneys in the trust fund to provide incentive payments to Hawaii public school ABLE account owners. Appropriates funds for incentive payments to Hawaii public school ABLE account owners and to fund a position to provide statewide outreach, advocacy, and relationship management for the Hawaii ABLE Savings Program.
Places oversight of the School Impact Fee Program under the School Facilities Authority Board. Directs the School Facilities Authority Board to carry out the processes and procedures conducted by the Board of Education to dissolve a school impact district upon the transfer of oversight of the School Impact Fee Program. Establishes the Spay and Neuter Special Fund to reduce pet overpopulation and the reproduction of free-roaming cats. Establishes various revenue and fundraising sources for the special fund. Appropriates funds. Effective 7/1/3000. (HD2)
Establishes a lithium-ion battery recycling working group within the Department of Health to assess recycling methods for small and medium format lithium-ion batteries. Effective 7/1/3000. (HD1)
Establishes the Teacher Home Assistance Program to provide housing vouchers to certain eligible teachers. Appropriates funds out of the Teachers' Housing Revolving Fund. Effective 7/1/3000. (HD3)
Appropriates funds for the Department of Human Services to contract with a non-profit specializing in domestic violence to provide training and staff to be housed on-site in Child Welfare Services Branch offices to support all aspects of screening for and addressing domestic violence within a case. Establishes the Parkinson's Disease Research Collection Database to be administered by the State Health Planning and Development Agency, to house a collection of data on the incidence of Parkinson's disease in the State. Establishes the Parkinson's Disease Research Collection Database Advisory Committee. Requires the Agency to create a Parkinson's disease research collection database webpage by 1/1/2026, and submit annual reports to the Legislature. Appropriates funds. Effective 7/1/3000. (SD1)
