RELATING TO THE PROCUREMENT CODE.

Requires public contractors to post a post-performance bond to cover the State's costs of curing construction defects discovered within 10 years after the completion of the contract. Requires the contractor to fully pay for the bond prior to the completion of the contract.

RELATING TO EARLY CHILDHOOD EDUCATION SCHOLARSHIPS.

Establishes the early childhood education scholarship program within the University of Hawaii to assist students with school tuition in return for a service commitment to teach in a preschool classroom of the executive office on early learning public prekindergarten program. Appropriates funds.

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public. Effective 7/1/2050. (HD1)

RELATING TO PARKING FOR DISABLED PERSONS.

Amends the definitions of "certificate of disability" and "person with a disability" to allow a person with a disability that does not limit or impair the ability to walk and needs special accommodations to enter and exit their vehicle to be issued a disability parking permit.

RELATING TO DEPENDENT CARE FLEXIBLE SPENDING ACCOUNTS.

Establishes Dependent Care Flexible Spending Accounts for all working taxpayers. Defines qualifying individuals and eligible expenses. Outlines the requirements and limitations of the accounts. Applies to taxable years beginning after 12/31/2020.
