Appropriates funds to support the programs of the Hawaii Technology Development Corporation. Takes effect on 7/1/2112. (HD1)
Creates a board of trustees for the Hawaii school for the deaf and blind to establish an independent governance structure for the school. Takes effect 7/1/2050. (HD2)
Establishes regulations on the use of hydrofluorocarbons in state law. Phases out hydrofluorocarbons in favor of alternatives with lower global warming potential. Establishes a preference for products that do not contain hydrofluorocarbons in the state procurement code. Directs the Hawaii State Energy Office and the Environmental Management Division of the Department of Health to study how to increase the use of refrigerants with low global warming potential, reduce the use of hydrofluorocarbons, and recommend how to fund, structure, and prioritize a state program that incentivizes or provides grants to support the elimination of legacy uses of hydrofluorocarbons. Appropriates funds for the study to be performed by the Hawaii State Energy Office. Effective 7/1/2050. (HD2)
Requires the Hawaii State Energy Office, in consultation with DOH, to conduct a comprehensive study to determine the best practices for disposal and recycling of discarded clean energy products in the State. Requires an interim report and a final report to the legislature. Appropriates funds for study. Effective 7/1/2050. (HD1)
Requires ETS to establish a blockchain working group to determine a recommended definition for blockchain technology and recommendations for individuals, businesses, and state agencies to use blockchain technology and report to the legislature. Appropriates funds. Effective 7/1/2050. (HD2)
Establishes a task force within the Department of Health to identify therapies and home- and community-based care services that may benefit persons having fetal alcohol spectrum disorders, including therapies and treatments that may benefit them as adults. Requires the task force to recommend any necessary policy changes, rule changes, or legislation to increase access to these therapies and services. Requires a report to the Legislature.
