Authorizes a county to adopt rules or ordinances that place stricter limitations on a passenger seated in the bed or load-carrying area of a pickup truck while the vehicle is in operation.
Appropriates funds for schools in the Nanakuli-Waianae Complex Area for capital improvement projects to install, repair, and maintain air conditioning in those schools.
Requires each campus of the University of Hawaii to establish a free speech policy that includes a process for students to report alleged violations of free speech rights. Requires the policy to be disseminated to certain employees and be included in the campus's student handbook, student orientation program, and website. Requires annual report summarizing any complaints alleging violation of free speech rights.
Authorizes certain substitute caregivers in certain care facilities to serve in that capacity for a maximum of 6 hours per day.
Creates a legislative task force to investigate the application and the accompanying advantages and disadvantages of applying artificial intelligence to Hawaii's economy and government operations.
Provides that a minor may consent to emergency shelter if a provider of no cost emergency shelter and services is coordinating with child welfare service.
Requires the Department of Human Services and the Department of Health to disperse grant-in-aid funds to recipient organizations within ninety days of the effective date of the legislation awarding the grant. Allows the Department of Human Services and the Department of Health to disperse the total amount awarded to recipient organizations before contract execution.
Allows a transient accommodations broker to register as a tax collection agent for its operators and plan managers. Requires operators and plan managers to provide a statement to the transient accommodations broker confirming compliance with all applicable land use and tax laws. Requires the operator or plan manager to provide verification of compliance with state and county land use laws. Requires an operator or plan manager to remove a transient accommodation advertisement upon notice that the property is not in compliance with state law or county ordinance. Establishes a 1-time amnesty program for certain delinquent transient accommodations and general excise tax obligations. Authorizes counties to require the disgorgement of profits obtained through unlawful actions. Authorizes counties to adopt ordinances to amortize or phase out transient accommodations. Allocates up to $1,000,000 of TAT revenues to each county, contingent upon the county establishing a process to provide verification of compliance by an operator or plan manager with county land use laws. Makes it unlawful for transient accommodations brokers to engage in business with operators or plan managers or property managers or activity providers that are not in compliance with all state laws and county ordinances. Makes it unlawful for a hosting platform to provide, and collect a fee for, booking services regarding transient accommodations that are not lawfully certified, registered, or permitted under applicable county ordinance.
Requires the Department of Land and Natural Resources to conduct a ten-year study of Maunalua Bay.
Establishes an income tax credit for employers that host a University of Hawaii class at their place of business.
