RELATING TO SEXUAL VIOLENCE PREVENTION EDUCATION.

Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.

RELATING TO THE STATE PLAN.

Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds a definition of "green infrastructure". Requires the office of planning, in partnership with the greenhouse gas sequestration task force, to submit a report to the legislature making recommendations for implementing green infrastructure objectives, policies, and priority guidelines. RELATING TO VIOLATION OF PRIVACY.

Adds the improper use of unmanned aircraft systems to the criminal offenses of violation of privacy in the first degree and violation of privacy in the second degree.

RELATING TO CHILD PASSENGER RESTRAINTS.

Amends requirements for child passengers. Requires rear facing child safety seats for children less than two years of age. Requires the use of child safety seats or booster seats for certain children less than ten years of age. Raises certain fines for violations. Effective 7/1/2050. (SD1)

RELATING TO THE CLEAN WATER ACT.

Beginning 1/1/2031, prohibits underground injection unless authorized by a National Pollutant Discharge Elimination System permit obtained from the director of health.

RELATING TO THE VENDING FACILITIES PROGRAM.

Allows persons with a mental illness to participate in the vending facilities program. Limits vending facilities owned or operated by persons with mental health disorders to only those state or county public buildings not currently occupied by blind or visually handicapped vendors.

RELATING TO HUMAN TRAFFICKING.

Establishes a statewide coordinator and program overseen by the department of the attorney general to provide services and assistance to commercially sexually exploited children and victims of human trafficking. Requires the attorney general to submit annual reports to the legislature. Requires the children's justice program to coordinate the investigation and case management of child human trafficking cases, including cases involving the commercial sexual exploitation of children.
