Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the director of health on the preceptor credit assurance committee. Effective 7/1/2060. (HD1)

Establishes voters with special needs advisory committees at the state and county levels to ensure equal and independent access to voter registration, casting of ballots, and all other office of elections services.
Establishes a rental motor vehicle emissions surcharge and a climate change mitigation and adaptation commission special fund to support the activities of the climate change mitigation and adaptation commission.
Requires the Department of Health to contract with a nonprofit animal rescue group to oversee caretakers of feral cats and mongooses. Exempts registered caretakers of feral cats and mongooses from state laws and county ordinances relating to the feeding and confinement of cats and mongooses. Establishes a trap-sterilize-return process.
Ensures the collection of the state general excise tax in instances in which the transportation of passengers is furnished by common carriers by the use of aircraft when the collection of the tax is not prohibited by federal law. Limits imposition of tax to flights that occur within the airspace of a single island of the State.
Appropriates funds for capital improvement projects in the forty-eighth representative district.
Establishes a state income tax credit for certain expenses incurred by pre-kindergarten through grade 12 teachers, instructors, counselors, principals, or aides in a school. Applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (HD1)
Authorizes county police and planning or permitting agencies to enter privately owned residential real property, under certain specified conditions, to address imminent threats to health or safety or violations of county zoning laws that threaten health or safety. Specifies that a property owner who receives a health- or safety-related notice of violation and fails to remediate the violation within the county planning or permitting agency's specified time frame shall be fined a minimum of $1,000 per day and subject to foreclosure proceedings if within a certain number of days the fine is not paid and commencement of remediation is not started. (HD1)
Provides that the facts and circumstances to be considered in establishing the offenses of criminal trespass in the second degree and criminal trespass onto state lands may include but not be limited to authenticated photographs, video recordings, or other recordings that show the commission of the offense. Authorizes planned community associations and condominium associations to conduct electronic meetings and electronic or machine voting in a state of emergency or local state of emergency, regardless of what a planned community association's documents or a condominium association's bylaws or declarations provide.
