RELATING TO RURAL DISTRICTS.

Authorizes the counties to adopt ordinances that allow up to one dwelling per quarter-acre in rural districts; provided that the dwellings are consistent with the county general plan and community development plans. Effective 7/1/2050. (HD2)

RELATING TO HOMELESSNESS.

Establishes the long-term rental assistance pilot program for kupuna to be administered by the Hawaii public housing authority for individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO NOISE POLLUTION.

Requires the department of health to adopt rules for the control, prevention, and abatement of noise pollution emitted by vehicles in the State. Prohibits the use, ownership, and sale of excessively loud vehicles. Effective 7/1/2060. (HD1)

RELATING TO PUBLIC SAFETY.

Mandates a community-based work furlough program for female offenders. Requires the expansion of community-based work furlough and reentry programs for female offenders. RELATING TO CESSPOOLS.

Establishes a temporary income tax credit until 12/31/2035 for costs of cesspool upgrade, conversion, or connection. Requires the upgrade, conversion, or connection of cesspools upon sale of real property or within 12 months of the date of sale recordation, with certain exemptions. Appropriates funds for additional positions to monitor and enforce cesspool upgrades, conversions, and connections. Effective 7/1/2100. (HD1)

RELATING TO A MEMORIAL.

Authorizes the issuance of general obligation bonds and appropriates funds for plans and design of a veterans' memorial, and replicas of the memorial on each neighbor island, as recommended by the Gulf War memorial task force pursuant to Act 139, Session Laws of Hawaii 2013.
