Requires the University of Hawaii to include in certain employment agreements that address intellectual property rights a condition requiring the employees to make a good faith effort to sell or license intellectual property to a farmer or agricultural producer within the State prior to selling or licensing the intellectual property to an entity outside the State. During a state of emergency or local state of emergency, provides parameters for delegation of powers and scope and duration of suspension of laws. Provides an advise and consent process for an emergency proclamation to extend beyond one hundred twenty days. Provides a legislative means for an emergency proclamation to be terminated.
Requires original equipment manufacturers of digital electronic devices to make diagnostic and repair information available to owners of equipment manufactured by the original equipment manufacturer and independent repair providers.
Requires the department of business, economic development, and tourism to fix the payment of royalties to the State for the filming of scenic shots of iconic locations in the State that are subsequently featured in media for production purposes.
