Prohibits a production from qualifying for the motion picture, digital media, and film production tax credit if the production hires or compensates an employee of the State or county whose official capacity is related to issuing film permits or facilitating film production. Requires a taxpayer claiming the tax credit to identify any such employee in the statement submitted to DBEDT. (HD1)

Requires the upgrade, conversion, or connection of cesspools upon sale of real property or within 12 months of the date of sale recordation, with certain exemptions. Appropriates funds for additional positions to monitor and enforce cesspool upgrades, conversions, and connections. Effective 7/1/2100. (HD1)
Creates a nonrefundable twenty percent film infrastructure tax credit. Requires that the film infrastructure project must spend an unspecified amount on buildings, facilities, or installations. Caps the credit at an unspecified amount per year. Effective 10/18/2050. (HD1)

Establishes a $10,000 income tax credit for physicians, osteopathic physicians, and nurses who are licensed and actively practicing in the State. Requires the Hawaii state center for nursing to report to the legislature on impact and effect of the tax credit by December 31, 2024. Sunsets December 31, 2025. Effective 7/1/2060. (HD1)
