RELATING TO THE LABELING OF PRODUCTS.

Clarifies that in calculating whether a product labeled "Made in Hawaii" has met the requirement that at least fifty-one per cent of the wholesale value of the product is added by manufacture, processing, or production within the State, operating and overhead expenses incurred and spent within the State shall be included. Appropriates funds to promote and develop the "Made in Hawaii" brand.

RELATING TO RENEWABLE ENERGY.

Requires government entities in the State that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform that verifies code compliance and issues permits to licensed contractors for solar distributed energy resource systems in real time by 1/1/2024. Requires government entities in the State that issue building permits to adopt self-certification for solar distributed energy resource systems of 250 kilowatts or less that are not SolarAPP+ compatible. Makes the professional engineers, architects, surveyors, and landscape architects licensure law inapplicable to work with respect to residential distributed energy resource systems and increases the estimated cost of work on certain structures below which that licensure law is inapplicable. RELATING TO THE COUNTIES.

Makes explicit the counties' authority to regulate hosting platforms providing booking services for short-term rentals. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in the definition of "short-term rental". Effective 6/30/3000. (HD1)

RELATING TO TRANSIENT ACCOMMODATIONS.

Establishes requirements for transient accommodations brokers prior to publishing an advertisement on the availability of a property for lease or rent on behalf of an operator or plan manager. Prohibits transient accommodations brokers from engaging in business with an operator or plan manager who is not in compliance with state laws and county ordinances. Prohibits a hosting platform from providing booking services in connection with a transient vacation rental that is not lawfully certified, registered, or permitted as a transient vacation rental under applicable county ordinance. Effective 6/30/3000. (HD1)

RELATING TO TRANSPORTATION.

RELATING TO PLASTIC BOTTLES.

Effective 1/1/2024, prohibits the retail sale or offer for retail sale of single-use plastic bottles designed to hold less than two liters of bottled water for oral consumption, with certain exceptions. Effective 7/1/3000. (HD1)

RELATING TO THE ENVIRONMENT.

Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaii state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaii state energy office as the agency responsible for developing and administering the program and requires the Hawaii state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program. Effective 7/1/3000. (HD1)

RELATING TO ELECTRONIC SMOKING DEVICES.

Includes electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Establishes a tax of ten per cent for the wholesale price for electronic smoking devices. Allocates a portion of funds collected on excise taxes on electronic smoking devices to the trauma system special fund, community health centers special fund, emergency medical services special fund, and tobacco enforcement special fund. Permits funds in the tobacco enforcement special fund to be used to enforce provisions prohibiting the sale and distribution of electronic smoking devices to, and possession or use of electronic smoking devices by, persons under the age of twenty-one.
