Authorizes the Department of Education to establish a program to award high school diplomas to persons who did not receive a diploma as a result of compulsory or voluntary induction into the armed services and persons whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War. Beginning with the 2025-2026 school year, requires the Department of Education to establish a cardiopulmonary resuscitation and automated external defibrillator training program for public school students in grades six through twelve as part of existing health or physical education curriculum. Beginning with the 2025-2026 school year, requires the establishment of a cardiac emergency response plan in all public elementary, middle, intermediate, and high schools in the State.
Allows primary caregivers to be responsible for the care of more than one qualifying patient for medical cannabis at any given time. Repeals 6/30/2030.
Repeals the requirement imposed on the counties to allow for the construction of at least two accessory dwelling units on all residentially zoned lots. Establishes the accessory dwelling unit housing development program with the Hawaii Community Development Authority to award subsidies to individuals who build accessory dwelling units. Exempts those accessory dwelling units from general excise tax for the first 3 years of rental.
Prohibits the licensing of an adult residential care home, expanded adult residential care home, or developmental disabilities domiciliary home that is financed, managed, operated, supervised, directed, or owned in whole or in part by a person convicted of a gambling offense.
Establishes an agricultural crime prevention program within the Department of Agriculture to provide grants, education, administrative enforcement, and other services for the benefit of the State's agricultural industry. Clarifies, creates, and strengthens laws regarding crimes and violations related to agriculture or agricultural lands and hunting on private agricultural lands.
