RELATING TO GENERAL EXCISE TAX EXEMPTIONS.

Exempts the tax collected on the sale of groceries that are eligible under the supplemental nutrition assistance program or special supplemental nutrition program for women, infants, and children, regardless of the means of purchase and the program eligibility of the purchaser.

RELATING TO SAFE ENTRYWAYS.

Prohibit individuals from residing in a doorway or surrounding area of certain places. Gives county police departments primary authority to enforce the prohibition.

RELATING TO STORMWATER MANAGEMENT SYSTEMS.

Requires the counties to adopt ordinances for the regulation of retention and detention ponds. Requires the counties to conduct a survey of existing retention and detention ponds and make a report to the Legislature. Appropriates funds as a grant-in-aid to the counties. Effective 7/1/3000. (HD2)

RELATING TO ORGANIC WASTE.

Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert certain organic waste generated within the county in alignment with established state benchmarks. RELATING TO PUBLIC BANKING.

RELATING TO FRESHWATER WATERWAYS.

Prohibits residing in, on, or within fifty feet of a freshwater waterway. Authorizes state and local law enforcement agencies, including the Department of Land and Natural Resources' Conservation and Resources Enforcement Program and county police, to enforce the prohibition.
