Requires the Hawaii Interagency Council on Homelessness, in conjunction with and with the advisement of the Department of Human Services and Department of Land and Natural Resources, to establish a working group to examine and develop recommendations related to the establishment of safe zones for persons experiencing homelessness. Requires the Department of Public Safety, in collaboration with various agencies and upon request of the inmates, to issue civil identification cards to inmates and to assist inmates in obtaining the inmates' birth certificate, social security card, and other relevant identification necessary for successful reentry into society. Requires the Department of Public Safety to initiate the process of assisting inmates released to work furlough, extended furlough, or community placement programs at least ninety days prior to the inmates' release. Makes an appropriation to the Hawaii community college for the Hawaii community college and University of Hawaii at Hilo, in collaboration with the Department of Agriculture and the Agribusiness Development Corporation, to study agriculture and agricultural learning opportunities on the island of Hawaii. Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services. Requires building permit applicants to provide to the county a certificate of liability insurance issued by a workers' compensation insurance carrier or a self-insurance authorization, or a signed declaration verifying an exemption from coverage, for the applicants and their subcontractors as a prerequisite for the issuance of any building permit. Requires building permit holders to file a signed declaration verifying workers' compensation coverage, self-insurance authorization, or exemption from coverage or insurance requirements for any subcontractor hired after issuance of the permit. Requires coordinated communication between county building permitting agencies and the Director of Labor and Industrial Relations to ensure compliance. Takes effect on 7/1/2050. (SD1)
