Appropriates funds to improve the health care services related to cardiac care at Kona Community Hospital. Funds may be used for the construction of a hybrid catheterization lab and operating room and funding of cardiology staff positions to alleviate the lack of cardiac care. RELATING TO WORKERS' COMPENSATION.

Requires building permit applicants to provide to the county a certificate of liability insurance issued by a workers' compensation insurance carrier or a self-insurance authorization, or a signed declaration verifying an exemption from coverage, for the applicants and their subcontractors as a prerequisite for the issuance of any building permit. Requires building permit holders to file a signed declaration verifying workers' compensation coverage, self-insurance authorization, or exemption from coverage or insurance requirements for any subcontractor hired after issuance of the permit. Requires coordinated communication between county building permitting agencies and the Director of Labor and Industrial Relations to ensure compliance. Takes effect on 7/1/2050. (SD1)

RELATING TO INDUSTRIAL HEMP.

Makes modifications to the Industrial Hemp Pilot Program by permitting submission of a license application at any time during the year in which the applicant plans to grow industrial hemp, amending physical facility requirements, and repealing the requirement for a movement permit to transport plants or plant material. RELATING TO THE HOUSING CHOICE VOUCHER PROGRAM.

Prohibits any county from disqualifying a legal nonconforming dwelling unit from the Housing Choice Voucher Program if the unit meets zoning and building code requirements and other program standards such as health and safety standards. (HB82 HD1)

RELATING TO TRANSPORTATION.

Requires the driver of a slow-moving motor vehicle on a two-lane highway where passing or overtaking is unsafe or not permitted to pull over at the nearest reasonable and safe location to allow other motor vehicles to overtake the driver if 5 or more motor vehicles are immediately trailing behind the driver.
