Authorizes certain employees of a school and department personnel to administer certain medication in emergency situations, under certain conditions. Permanently increases the state earned income tax credit to fifty per cent of the federal earned income tax credit. Applies to taxable years beginning after 12/31/2024.
Repeals the authority for campaign funds to carry over to subsequent elections. Requires, at the latest, for campaign funds not expended to escheat to the State after a certain period. Requires the Campaign Spending Commission to make reasonable efforts to return escheated funds to contributors with any remaining balance to fund partially publicly financed campaigns.
Allows the Department of Hawaiian Home Lands to utilize the Dwelling Unit Revolving Fund as collateral when the Department acts as an eligible borrower for a loan agreement under section 184A of the Housing and Community Development Act of 1992, as amended. Amends chapter 127A, HRS, to clarify state and county authority. Prohibits the Governor or a mayor from suspending requests for public records or vital specifics during a state of emergency. Adds definition of the term "severe warning". Allows the Legislature and county councils to terminate a state of emergency, in whole or in part, issued by the Governor or a mayor, respectively.
