Directs the University of Hawaiʻi School of Ocean and Earth Science and Technology to conduct a study that identifies, analyzes, and evaluates possible methods to capture, retain, and store rainwater and storm water runoff for counties with a population of more than five hundred thousand. Requires an annual report to the Legislature. Appropriates funds.
For purposes of permissible uses in agricultural districts, establishes minimum requirements for income received from agricultural activity for a family occupying a farm dwelling. Provides that the definition of a "farm dwelling" includes agricultural activity that is considered a farming operation under section 165-2, HRS, and is conducted on more than 50 per cent of the entire lot.
Requires the Department of Labor and Industrial Relations, in consultation with the Insurance Commissioner, to establish and implement a five-year voluntary Nontraditional Workforce Portable Health Care Benefit Plan Pilot Program that offers high deductible health plans or catastrophic health plans to nontraditional workers who are ineligible for health benefits provided by the Hawaii Employer-Union Health Benefits Trust Fund or prepaid health care plans under the Prepaid Health Care Act. Requires reports to the Legislature. Appropriates funds.
