Increases the state tax credit for renters earning less than $60,000 per year and links future increases to the Consumer Price Index. Makes Hawaii's earned income tax credit refundable. Increases the state food/excise tax credit by specified amounts and links future increases to the Consumer Price Index. Minimizes the adverse budgetary effect of increasing tax credits for working families by raising income taxes for high-income taxpayers.

Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2019.
Allows counties to enact a zoning ordinance to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time.
Provides a temporary, refundable tax credit to owners of real property for albizia tree trimming or removal performed under certain conditions. Applies to taxable years beginning after 12/31/2019, but shall not be available for taxable years beginning after 12/31/2021.
Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes the county to require the subdivider to establish a stewardship fund for maintenance purposes.
Establishes a community food forest program in the Department of Land and Natural Resources to work collaboratively with local government and community organizations to provide sources of healthy food statewide.
Establishes a three-year pilot program which authorizes nonprofit organizations in a county with a population of 500,000 or more to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization. Prohibits the host county from enacting ordinances designed to deter the provision of shelter. Limits county liability.
Excepts from the definition of historic property any private residence that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places. Clarifies that nothing in section 6E-10, Hawaii Revised Statutes, shall be construed to require review by the department of land and natural resources for a project on a private residence fifty or more years old that has not been entered, or nominated by the owner of the residence for entry, onto the Hawaii register of historic places.
Exempts recipients of gold star family member license plates from paying a fee for the license plates.
Extends the amount of time from the date an act of child sexual abuse occurred for a victim to bring a civil cause of action.
