RELATING TO EMPLOYMENT PRACTICES.

Prohibits written nondisclosure agreements involving sexual assault and sexual harassment as part of an employee's condition of employment under certain conditions. Prohibits employers from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault. Takes effect 1/1/2050. (SD1)

RELATING TO AGRICULTURE.

Requires the Department of Agriculture to establish a 2-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism cases in the County of Hawaii. Appropriates funds for the pilot project, including the hiring of two enforcement officer positions. (SD1)

RELATING TO HEALTH.

Provides that certain pregnant women receiving substance abuse treatment are eligible for substance abuse treatment and mental health services for an additional ten months following childbirth.

RELATING TO CLINICAL VICTIM SUPPORT SERVICES.

Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies. Requires the State Auditor to conduct an impact assessment and to report any findings prior to the Regular Session of 2020. (HB484 HD2)

RELATING TO GRANT IN AID.

Requires the Department of Human Services and the Department of Health to disperse grant-in-aid funds to recipient organizations within ninety days of the effective date of the legislation awarding the grant. Allows the Department of Human Services and the Department of Health to disperse the total amount awarded to recipient organizations before contract execution.

RELATING TO REAL ESTATE INVESTMENT TRUST FUNDS.

Requires that real estate investment trusts file returns reporting their shareholders' pro rata shares of net income and net income attributable to this State. Provides for composite returns and requires withholding for those shareholders who do not agree to file returns or pay tax on their pro rata share of net income attributable to this State.

RELATING TO VOTER REGISTRATION.

Beginning on 1/1/2020, requires that any person who is eligible to vote and applies for a new or renewed motor vehicle driver's license, provisional license, instruction permit, limited purpose driver's license, limited purpose provisional driver's license, limited purpose instruction permit, or identification card shall be automatically registered to vote if that person is not already registered to vote; provided that, upon receipt of notification from the respective county clerk, the applicant shall have 21 calendar days to opt out of automatic voter registration. Appropriates funds.

RELATING TO A TEACHER TAX CREDIT.

Establishes a state income tax credit for certain expenses incurred by prekindergarten through twelfth-grade teachers, instructors, school librarians, counselors, principals, registrars, or aides in a school. (HB726 HD1)
