RELATING TO RAPID OHIA DEATH DISEASE.

Protects the State's ohia forests for future generations by appropriating funds to the Department of Land and Natural Resources for ongoing research, survey and control, expedited removal of hooved animals, and public outreach.

RELATING TO HEMP.

Legalizes hemp to the extent legalized under federal law. Requires the Chairperson of the Board of Agriculture to prepare and submit a proposed state plan to monitor and regulate hemp production, including commercial production and research, to the federal Secretary of Agriculture pursuant to section 297B of the Agricultural Marketing Act of 1946, as amended. Authorizes the Department of Agriculture to monitor and regulate hemp production. Allows Industrial Hemp Pilot Project licensee to utilize hemp genetics. Requires reports to the Governor and Legislature. Effective 9/22/2050. (HB131 HD2)

RELATING TO THE BOARD OF EDUCATION.

Requires the Board of Education to hold no less than six community forums annually, with at least one forum in each county. Requires the Board to include an open forum for public comments on non-agenda items at the end of each public meeting through June 30, 2024. Requires a report to the Legislature on implementing open forums. (HB411 HD2)

RELATING TO DIGITAL CONTENT BLOCKERS.

Requires persons who manufacture, sell, offer for sale, lease, or distribute a product that makes content accessible on the Internet to include digital blocking capability that renders human trafficking hubs, child pornography, revenge pornography, and pornographic material inaccessible. Requires these persons to establish and maintain a reporting system for content that is improperly blocked and applicable content that is not blocked. Allows consumers to disable the blocking capability if the consumer fulfils requirements, including paying a fee for deposit in the human trafficking victim services fund. Establishes the misdemeanor offense of intentionally failing to include digital blocking capability. Establishes the human trafficking and child exploitation prevention special fund to provide grants for various purposes. Effective 7/1/2020.

RELATING TO DIGITAL CONTENT BLOCKING CAPABILITIES.

Requires persons who manufacture, sell, offer for sale, lease, or distribute a product that makes content accessible on the internet to include digital content blocking capability that renders inaccessible human trafficking websites, child pornography, revenge pornography, and other pornographic material. Allows consumers to request deactivation of the blocking capability if the consumer fulfills certain requirements, including payment of a digital access fee that is deposited into the human trafficking victim services fund. Requires persons who manufacture, sell, offer for sale, lease, or distribute a product that makes content accessible on the internet to establish and maintain a reporting system for content that is improperly blocked and pornographic content that the blocking capability fails to block. Establishes the misdemeanor offense of failure to include digital content blocking capability.

RELATING TO CIVIL LEGAL SERVICES.

Establishes and appropriates funds for the Hawaii Legal Aid Interagency Roundtable to facilitate cooperation between various state agencies regarding civil legal services and access to justice. Appropriates funds for the Judiciary to purchase civil legal services for low- and moderate-income persons. (HB1452 HD1)

Adds specific requirements to Hawaii's sexuality health education law. Requires the Board of Education to collaborate with the Department of Education and the Sexuality Health Education Working Group to provide curricula information to the public. Requires students to be excused from the provided instruction upon written request by a parent or guardian. Establishes the Sexuality Health Education Working Group.

RELATING TO ON-SITE EARLY CHILDHOOD FACILITIES.

Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2019.
