RELATING TO TEACHER HOUSING.

Clarifies that the Department of Education may construct teachers' housing on a public school campus. Requires that teachers' housing units constructed or acquired on a school campus after 6/30/2020, be rented at a low cost or no cost to new teachers employed full-time at that school.

RELATING TO PROTECTIVE ORDERS.

Establishes a Hawaii Hope Card Program within the Department of the Attorney General to issue cards verifying a person's long-term protective order. Appropriates funds.

RELATING TO EMOLUMENTS.

Prohibits the governor and each county mayor, while holding those offices, to maintain any other employment or receive any emolument, beginning on the sixty-first calendar day after their election or appointment to office. Specifies that the county ethics boards and commissions have enforcement authority over each respective county mayor. Specifies that the Hawaii state ethics commission has enforcement authority over the governor.

RELATING TO HOLIDAYS.

Establishes the second Tuesday in June as "Car-Free Day" in the City and County of Honolulu to promote clean air, reduced noise, and a slower pace of life. Exempts emergency vehicles.

RELATING TO TAXATION.

Provides a classroom supplies income tax credit for qualified teachers. Repeals the tax credit on 12/31/2025.

RELATING TO ETHICS.

Prohibits legislators from assisting or representing, with or without compensation, private persons or businesses before all state agencies, excluding the courts.

RELATING TO SHORELINES.

Authorizes the Board of Land and Natural Resources to provide shoreline encroachment easements that do not exceed 10 years to landowners having structures that encroach on the shoreline. Requires the Board of Land and Natural Resources to adopt rules that establish a policy and procedure for the granting or renewal of shoreline encroachment easements. Requires the adopted policy to consider the impact of expected sea level rise on the encroaching structures. Prohibits the granting of any new shoreline encroachment easements until the new policy is adopted.
