RELATING TO ELECTIONS.

Makes housekeeping amendments to Hawaii's elections laws to clarify and improve the administration of elections by mail. Establishes a process, beginning on January 1, 2021, for preregistering or registering public school- and charter school-enrolled students to vote. Establishes ranked choice voting for special federal elections, special elections for vacant state senate or state house of representatives seats, and special elections for vacant county council seats. Amends filing deadlines for candidates attempting to fill vacant state senate seats. Effective 7/1/2030. (HD2)

RELATING TO DOMESTIC VIOLENCE.

Amends the offense of abuse of family or household members to provide for a lesser included petty misdemeanor offense. Allows a deferred acceptance of guilty plea in cases involving misdemeanor and petty misdemeanor abuse offenses. Requires the judiciary to submit annual reports to the legislature on the number and outcome of abuse of family or household members cases. Sunsets pilot program 6/30/2023. Takes effect 12/31/2059. RELATING TO A FOOD HUB PILOT PROGRAM.

Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food. Provides for the award of grant funding by qualified applicants wishing to establish or expand a food hub. Requires reports to the legislature. Appropriates funds. Takes effect on 7/1/2112. (HD1)

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes a 3-year pilot project by the University of Hawaii Water Resources Research Center to demonstrate new toilet and sewage treatment technologies and to expedite demonstration projects. Appropriates funds. Effective 7/1/2050. Repeals on 6/30/2022. (HD1)
