RELATING TO THE TRAFFIC CODE.

Amends the statewide traffic code to allow for the county chiefs of police to designate county employees to issue citations for traffic violations. (SD1)

RELATING TO SIDEWALKS.

Requires the department of transportation and each county's transportation department to maintain a priority list of sidewalk installation and pedestrian improvement projects and to publish the priority list on their respective websites. (CD1)

RELATING TO SURPLUS MILITARY LAND.

Requires the Office of Planning to submit a report to the Legislature containing: (1) an inventory of lands within the State that are leased to or controlled by the federal government; (2) any known contaminants or environmental hazards associated with the inventoried lands based on past environmental studies; (3) input from executive branch departments and agencies and the Office of Hawaiian Affairs on proposed alternative uses for the lands that would be consistent with the departments and agencies' missions if the lands are returned to the State; and (4) its findings and recommendations, including proposed legislation, based on this information. Requires the Department of Land and Natural Resources and the Department of Health to submit reports to the Office of Planning. (CD1)

RELATING TO ENERGY.

Allocates three cents of the barrel tax to fund the installation of electric vehicle (EV) charging systems. Establishes a subaccount in the public utilities commission special fund for the EV charging system rebate program. Reallocates a portion of the environmental response, energy, and food security tax to be deposited into the subaccount. Appropriates funds out of the energy security special fund for the EV charging system rebate program. Authorizes each county to adopt ordinances to enforce section 291-71, Hawaii Revised Statutes, including the establishment of penalties for failure to comply with its requirements or make reasonable efforts to maintain EV charging systems in working order. Establishes penalties for parking any vehicle in a parking space equipped with an electric vehicle charging system while not actively charging. Requires new EV charging systems installed pursuant to the EV charging system requirement to be at least Level 2 and network-capable beginning 1/1/2022. Clarifies that certain enforcement officers may enter private property to enforce EV parking space violations. (CD1)

RELATING TO AGRICULTURAL LANDS.

Amends certain land subdivision and condominium property regime laws related to agricultural land, as recommended pursuant to Act 278, Session Laws of Hawaii 2019, to ensure certain condominium property regime projects within the agricultural district are used for agricultural purposes. (SD2)

RELATING TO THE ENVIRONMENT.

Part I: Establishes clean ground transportation goals for state agencies to achieve a one hundred per cent light-duty motor vehicles zero-emission fleet by December 31, 2035. Part II: Authorizes the department of accounting and general services to approve state fleet acquisitions, including zero emission vehicle requirements for light-duty motor vehicles that are passenger cars and light-duty motor vehicles that are multipurpose passenger vehicles and trucks, with allowance for exemptions. RELATING TO EMERGENCY WORKERS.

Requires the department of human resources development to review the classification and compensation schedules for telephone and emergency dispatchers and similar employees and to submit a report to the legislature recommending modifications to those classification and compensation schedules. RELATING TO THE PROTECTION OF SHARKS.

Establishes an offense of intentionally or knowingly capturing, entangling, or killing a shark in state marine waters, and provides penalties and fines. Provides certain exemptions. Allows the department of land and natural resources to establish rules. Effective 1/1/2022. (CD1)

RELATING TO MINORS.

Clarifies the definition of "provider" as it relates to the entities eligible to provide no cost emergency shelter and related services to a consenting minor to include certain organizations who are not considered child placing organizations or child caring institutions. Sunsets 6/30/2023. (CD1)
