Authorizes forfeiture of certain employees' retirement system benefits for law enforcement officers who are convicted of an employment-related crime. Requires law enforcement officers under investigation for a felony offense to be placed on unpaid administrative leave, and if convicted, be permanently barred from employment as a law enforcement officer, private detective, or guard.

Appropriates funds to restore diagnostic, preventive, and restorative dental benefits to adult medicaid enrollees, provided the department of human services obtains maximum federal matching funds available and purses all funding sources, including private grants, prior to expending any general fund appropriations.
Establishes a work-sharing program for private employers to avoid layoffs of employees and preserve trained workforces during disruptions to regular business activity.
Requires the department of Hawaiian home lands to digitize its applicant, beneficiary, and lessee records and create a usable digital database no later than 7/1/2022. Effective 7/1/2060. (HD1)
Bans the import for profit, sale, and offer for sale of any cosmetic in the State if the final product or any component of the final product was developed or manufactured using animal testing performed on or after 1/1/2024. (SD2)
Establishes a task force to identify the top ten fruits or vegetables that are imported into the State but may be commercially grown in the State. Creates an income tax credit to incentivize the production of those fruits or vegetables to obviate the need to import them into the State.
Requires the board of regents of the University of Hawaii candidate advisory council to present candidates for the board regents who reflect the diverse student population, counties, and higher education-related stakeholders. Authorizes the board of land and natural resources to provide shoreline encroachment easements that do not exceed 10 years to landowners having structures that encroach on the shoreline. Requires the board of land and natural resources to adopt rules that establish a policy and procedure for the granting or renewal of shoreline encroachment easements. Requires the adopted policy to consider the impact of expected sea level rise on the encroaching structures. Prohibits the granting of any new shoreline encroachment easements until the new policy is adopted.
Establishes the time of transfer wastewater system inspection program in the Department of Health to oversee the inspection and repair of any individual wastewater system at the time of sale or transfer of residential real property attached to the wastewater system. Excludes certain sales or transfers.
