RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness to collect and maintain a database of private property owners who give prior consent for homeless service providers to enter an owner's private property, for purposes of administering homeless services to a homeless individual located on that private property. Requires a report to the legislature. Exempts homeless service providers from civil liability relating to trespass that may result from the administration of homeless services. Appropriates funds. Effective 7/1/2060. (HD1)

RELATING TO LANDLORD-TENANT DISPUTES.

Provides for state-funded access to legal services to residential tenants in actions or proceedings for possession, with full access to each income-eligible tenant available by 7/1/2027. Authorizes attorneys, paralegals, and law students to provide the legal services. Appropriates funds for the judiciary to contract for the legal services. Effective 1/1/2050. (HD1)

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.

Establishes a working group within the department of accounting and general services to study and recommend to the legislature improvements to the management of the state procurement office and methods of procurement, particularly in the area of natural resource management. Requires a report prior to the convening of the regular session of 2023.

RELATING TO A SEX TRAFFICKING EMERGENCY SHELTER.

Authorizes the office of youth services to establish or contract with a victim service provider to operate an emergency shelter for minors who are victims of sex trafficking or sexual exploitation. Appropriates funds. Effective 7/1/2060. (HD1)

RELATING TO ENERGY INTERCONNECTION.

Directs the public utilities commission to adopt guidelines for interconnection applications that would trigger distribution, transmission, or other utility infrastructure upgrade costs in excess of a threshold determined by the commission. Effective 7/1/2100. (HD1)

RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to hold no less than six community forums annually, with at least one forum in each county. Makes board member attendance at community forums permitted interactions under certain circumstances. Requires the board to include an open forum for public comments on non-agenda items. Requires a report to the legislature on implementing open forums at board of education meetings. (HD1)

RELATING TO BROADBAND SERVICE INFRASTRUCTURE.

Allows an electric utility to own, operate, lease, plan, construct, install, maintain, or replace broadband facilities, including middle mile infrastructure, to help facilitate the development of and investment in broadband facilities and services to rural, unserved, underserved, and urban communities throughout the State. RELATING TO TAX CREDIT FOR ON-SITE EARLY CHILDHOOD FACILITIES.

Establishes an income tax credit for employers who create on-site early childhood facilities, to be applicable to taxable years beginning after 12/31/2022. Establishes and appropriates funds for an on-site early childhood facility coordinator position. Effective 7/1/2050. (HD1)

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Requires the Office of Planning and Sustainable Development to establish, implement, and maintain an interactive website that is accessible by the public at no cost and provides notification of and opportunity for participation in actions taken pursuant to the State's environmental review process. RELATING TO HEALTH.

Creates the Hawaii rural mental health corps program and Hawaii rural mental health care provider loan repayment program to encourage psychologists and social workers to serve in counties having a shortage of psychologists and social workers.
