Appropriates funds to the University of Hawaii to increase the State's capacity to train new nurses and project future nursing workforce needs. Provides that the nursing program at the University of Hawaii, West Oahu be reinstated as a condition to the appropriation. Effective 7/1/2055. (SD1)
Requires each county to incorporate into its next integrated solid waste management plan revision a plan to all organic waste produced within the county by facilities generating more than a certain amount of organic waste per year. Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions. Effective 7/1/2100. (HD1)

Appropriates an unspecified amount of funds for five full-time equivalent (5.0 FTE) Long-Term Care Ombudsman Program Specialist positions within the Office of the Long-Term Care Ombudsman, assigned to each county as follows: one for the City and County of Honolulu, one for the County of Maui, two for the County of Hawaii, and one for the County of Kauai.
