Appropriates funds to increase medicaid payments to eligible health care providers in the State up to one hundred per cent of the current medicare rates. Effective 6/30/3000. (HD1)
Requires the tuition residency rules for the University of Hawaii to grant the resident tuition fee for enrollment at any University of Hawaii campus, including any community college, to adult or minor students who have obtained a Hawaii high school diploma or equivalent credential and are working toward their first undergraduate degree, under certain conditions. Defines "cannabis cutting" and "cannabis propagule". Amends the definition of "cannabis" to include cannabis propagules and cannabis cuttings. Allows qualifying patients and primary caregivers who are authorized to cultivate cannabis for medical use to purchase cannabis propagules and cannabis cuttings from licensed dispensaries in the State under certain conditions. Establishes quantity limits and quality requirements for the dispensing of cannabis propagules and cannabis cuttings. Effective 6/30/3000. (HD1)
Establishes an income tax credit for the cost of upgrading or converting a qualified cesspool to a director of health-approved wastewater system or connecting to a sewerage system. Requires certain information regarding cesspools on real property to be included in seller mandatory disclosures on real property transactions. Effective 6/30/3000. (HD1)
Authorizes psychiatrists and advanced practice registered nurses to file a petition to initiate the administrative authorization process in cases where the patient objects to treatment and is not in the custody of the director or involuntarily committed to a psychiatric facility.
Establishes a surcharge on the conveyance tax upon the transfer or conveyance of prolonged vacant property.
Prohibits a pet store operator from selling a dog, cat, or rabbit unless the dog, cat, or rabbit was obtained from certain humane sources.
Establishes the Therapeutic Psilocybin Working Group.
Establishes the Alzheimer's working group to create a public health campaign for awareness of Alzheimer's disease and other related dementia. Appropriates funds.
