RELATING TO CHAPTER 457J, HAWAII REVISED STATUTES.

Exempts birth attendants practicing on or before 7/1/2025 from licensure requirements, under certain conditions. Expands qualifications for licensure to include the North American Registry of Midwives portfolio evaluation process. Effective 6/30/3000. (HD2)

RELATING TO NATIVE POLLINATORS.

Requires the University of Hawaii to develop and implement a two-year native pollinator habitat pilot project to be deployed at the University of Hawaii at Manoa campus and the University of Hawaii at Hilo campus. Appropriates funds for a technician position, student help, and supplies for each campus site. Effective 6/30/3000. (HD2)

RELATING TO DISPOSABLE WIPES.

RELATING TO CESSPOOLS.

Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. RELATING TO TAXATION.

RELATED TO SUMMARY POSSESSION.

Requires that a current GET license number for any rental income be filed with the complaint to the court for summary possession proceedings. Requires the judiciary to submit an annual list of certain information regarding summary possession cases to the department of taxation. Effective 6/30/3000. (HD1)

RELATING TO CHILD WELFARE SERVICES.

Establishes the Malama Ohana working group within the office of wellness and resilience to seek, design, and recommend transformative changes to the State's child welfare system. Requires a report to the legislature. Appropriates funds to the department of human services for various support and resources for the child welfare services branch and the families they serve. RELATING TO FLOODING.

Appropriates moneys as grants-in-aid to the several counties for the mitigation of flood risks on privately-owned roads. Provides that the appropriation or expenditure of moneys pursuant to the Act shall not be construed to establish a duty of care or grounds for liability for the State or the several counties. RELATING TO VESSELS.

Prohibits a vessel from being fumigated on ocean waters. Allows an owner whose vessel is required to be fumigated on ocean waters to apply for an exemption from the division of boating and ocean recreation. Requires any vessel granted an exemption to be fully covered and sealed while being fumigated and for any period of time thereafter needed to prevent fumigant or other chemicals from entering ocean waters. Effective 6/30/3000. (HD1)
