RELATING TO ELECTRIC VEHICLES.

Establishes and appropriates funds for the low- to moderate-income electric vehicle rebate program and the electric vehicle subaccount to encourage the purchase and use of electric vehicles by low- to moderate-income households and nonprofit organizations providing assistive services to low- to moderate-income households. RELATING TO AQUACULTURE.

RELATING TO AGRICULTURE.

Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a Native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaii right to farm act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock in the agricultural district may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaii State Planning Act's agricultural objectives is to perpetuate the practice of customary and traditional subsistence farming. RELATING TO ENVIRONMENTAL PROTECTION.

Beginning 12/31/2026, prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions. RELATING TO AGRICULTURE.

Appropriates funds for the department of agriculture to hire a consultant to work with hemp farmers to identify the infrastructure needs of hemp farmers and the hemp industry in Hawaii. RELATING TO BOOSTER CLUBS.

Requires school booster clubs who raise more than $50,000 to be audited by the department of attorney general's tax and charities division on a regular basis. Requires the audited school booster club to reimburse the costs of the audit. Effective 6/30/3000. (HD1)
