RELATING TO TAXATION.

Authorizes a tax credit for businesses that pay the public transportation costs of employees. Requires reports to the Legislature. Applies for taxable years beginning after 12/31/2025 but not beginning after 12/31/2029. Effective 7/1/3000. (HD2)

RELATING TO OFFICE OF ENTREPRENEURSHIP.

Establishes the Office of Entrepreneurship. Authorizes the use of the Hawaii Film and Creative Industries Development Special Fund to fund a program in partnership with the Office that creates opportunities in film, media, electronic sports, and creative industries for new businesses. RELATING TO HAWAIIAN HOME LANDS.

Amends the Hawaiian Homes Commission Act of 1920, as amended, to authorize the transfer of a living beneficiary's place on the Department of Hawaiian Home Lands' waitlist for any residential, agricultural, or pastoral tract to a qualified application successor who is at least one-fourth Hawaiian, if the beneficiary dies. Effective 7/1/3000. (HD1)

RELATING TO TRANSPORTATION.

Prohibits the removal of a manufacturer- or factory-installed speed limiting device from an electric bicycle. Requires the Department of Transportation to develop a traffic safety education program and a public awareness campaign. Appropriate funds. Effective 7/1/3000. (HD1)

RELATING TO PUBLIC ORDER.

Makes it a disorderly conduct offense to remain or loiter within twenty feet of a bus stop with no intent to utilize any bus service. Authorizes law enforcement officers to immediately remove any person committing a disorderly conduct offense of remaining or loitering within twenty feet of a bus stop with no intent to utilize any bus service and confiscate any of their personal property. Authorizes law enforcement officers to determine if the confiscated property is to be saved or discarded. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO OFFENDER REENTRY.

Requires the Department of Corrections and Rehabilitation to issue a certificate of suitability for employment. Requires the Department to collaborate with state and federal agencies and private employers to educate stakeholders on the certification. Appropriate funds.

RELATING TO SHORT-TERM VACATION RENTALS.

Establishes the Hawaii Community Housing and Rental Oversight Agency within the Department of Commerce and Consumer Affairs to establish and oversee a process for receiving and addressing complaints relating to short-term vacation rentals, in coordination with the county planning departments. Establishes penalties for noncompliance. Prohibits persons with interests in short-term vacation rentals from serving on governing boards of planned communities and condominiums. Appropriates moneys.

RELATING TO TREES.

Establishes base selection criteria for exceptional trees. Establishes the significant tree designation, selection criteria, and related processes. Establishes the State Arborist Advisory Committee within the Department of Land and Natural Resources for administrative purposes. Requires County Arborist Advisory Committees to have at least six members, adopt new exceptional tree selection criteria, and designate significant trees. Directs the Department of Land and Natural Resources and the University of Hawaii to cooperate with State and County Arborist Advisory Committees to carry out the Exceptional Trees Program.
