RELATING TO ELECTION REFORM.

Amends various election provisions to increase public access to in-person voting, increase public confidence in elections, and impose accountability in the election certification process. RELATING TO TRANSPORTATION.

Establishes safe riding behaviors for electric bicycles. Prohibits the operation of high-speed electric devices in certain locations. Beginning 12/31/2026, establishes labeling and signage requirements for electric bicycles. Prohibits the operation of a moped or electric motorcycle in certain locations. Amends the definition of "bicycle" for purposes of county vehicular taxes. Defines "electric bicycle" in place of "low-speed electric bicycle". Defines "electric micro-mobility device" and requires the same regulations as electric foot scooters. Prohibits a person under the age of sixteen from operating a class 3 electric bicycle. Authorizes a person under the age of fourteen to operate class 2 electric bicycles under supervision. Prohibits a person from riding a class 3 electric bicycle on a sidewalk. Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk under certain circumstances. Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet. Repeals the requirement that moped drivers use bicycle lanes. Substitutes the term "motor-driven cycle" with the term "motor scooter".

RELATING TO DEPARTMENT OF HAWAIIAN HOMELANDS LEASES.

Requires leases used in the conveyance of available lands as defined by section 203 of the Hawaiian Homes Commission Act, as amended, to conform to the requirements for securitization by federally insured lending programs.

RELATING TO DISASTER PREPAREDNESS.

Requires each public school to develop a disaster and attack preparedness plan by 1/1/2026 that includes shelter-in-place drills. Requires each school to maintain emergency goods sufficient for at least 48 hours in its facilities.

RELATING TO TAXATION.

Authorizes a tax credit for businesses that pay the public transportation costs of employees. Requires reports to the Legislature. Applies for taxable years beginning after 12/31/2025 but not beginning after 12/31/2029. Effective 7/1/3000. (HD2)

RELATING TO THE STATE CAPITOL.

Requires DAGS and DPS, in consultation with the legislature and other entities, to plan and implement security improvements at the state capitol. Requires DAGS to remove all parking meters from the capitol parking facility and reallocate parking in the capitol district. Appropriates funds.
