Establishes within the Department of Health a 2-year pilot project to charter flights from rural islands to an urban island to provide rural island residents with reliable transportation to medical care on urban islands. Establishes a child care classroom contracts pilot program to require the Department of Human Services to contract directly with child care center providers in licensed infant and toddler child care centers and group child care centers that meet certain criteria. Appropriates funds out of the Works of Art Special Fund to the State Foundation on Culture and the Arts for the integration of works of art projects into several major capital improvement projects. Effective 7/1/3000. (HD2)

Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaiʻi State Energy Office, in consultation with the Department of Accounting and General Services, to conduct a survey and identify certain high-priority state facilities. Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires a report to the Legislature. Changes the administration of the Human Trafficking Victim Services Fund from the Department of Labor and Industrial Relations to the Department of the Attorney General. Takes effect 7/1/2050. (SD1)

Establishes a task force to develop and explore alternate routes into and out of the Waianae Coast, including through Kolekole pass and opening Waianae Coast emergency access road. Effective 7/1/3000. (HD1)

Appropriates funds to the Department of Health for long-term monitoring of air quality for certain communities impacted by the August 2023 Maui wildfire, as well as support for research efforts to better understand the environmental concerns linked to urban fires, including funding for the establishment of permanent environmental health specialist IV positions.
