Requires that claimants seeking to quiet title of kuleana land shall own more than 50% of the land.
Establishes various provisions to address homelessness. Increases the conveyance tax and directs the additional revenues towards experimental or demonstration housing projects administered by the HPHA and the HFDC and homeless facilities and programs administered by DHS. Establishes civil rights boards to address civil rights of homeless. Requires a survey of available state property for affordable rental housing. Requires DHS to conduct a homeless summit. Provides job assistance for homeless individuals. Establishes a working group in DHS to seek material and services for the Next Step Shelter. Appropriates moneys.
Amends the definition of provider agency for homelessness services to include nonprofits that accept funds without a contract. Requires annual reports of providers' effectiveness.
Requires the department of land and natural resources to develop a department telephone hotline intake training program to enable the department to efficiently and effectively receive information and respond to information and reports relating to the department's duties and responsibilities. Appropriates funds to the department of land and natural resources to establish one full-time equivalent (1.0 FTE) permanent civil service position to provide intake services for the department of land and natural resources' telephone hotline twenty-four hours a day, seven days a week.
Reallocates $1,000,000 from the transient accommodations tax revenues for the operation of the Hawaiian center and the museum of Hawaiian music and dance at the Hawaii convention center to structural improvements to parks and public facilities to be determined with community input; provided that the improvements include creating space for health promotion activities and physical activity, and creating a Native Hawaiian sense of place.
Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that the child was conceived during an act of sexual assault by the parent. Requires the court to accept police investigation materials as evidence of the sexual assault. For the period of time between the indictment and court determination in the case, grants the natural parent who is the victim of the sexual assault immediate temporary sole legal and physical custody of the child and prohibits visitation or allows supervised visitation of the indicted natural parent, as determined by the court.
Increases the Pesticide Use Revolving Fund threshold from $250,000 to $1,000,000.
Exempts rental income received for leasing housing to tenants participating in the federal housing choice voucher (section 8) program from the general excise tax.
Requires teachers and principals training to include suicide prevention. Allows the training to be conducted through self-review.
