Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits. Provides that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and the county shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street. Deems that maintenance of a street shall not confer ownership or jurisdiction over such street if the ownership or jurisdiction over the street is in dispute between the State and the county. Appropriates funds for capital improvement projects in the forty-fifth representative district.
Prohibits pet dealers and retail pet stores in the State from selling, offering to sell, leasing, offering to lease, bartering, auctioning, or otherwise transferring ownership of any dog, cat, or rabbit. Effective 1/1/2024.
Clarifies labeling requirements for macadamia nuts. Requires country of origin to be included on the principal display panel of a consumer package of raw or processed macadamia nuts. Effective 6/30/3000. (HD2)
Appropriates funds for staff positions and various services to support the Olelo Hawaiʻi Initiatives.
Beginning 1/1/2024, establishes a program for the licensure, regulation, and oversight of special purpose digital currency companies. Extends operations of companies in the digital currency innovation lab under certain circumstances. Appropriates funds for three full-time equivalent (3.0 FTE) permanent examiners. Beginning 7/1/2024, subjects all electric vehicles to a state mileage-based road usage fee instead of paying a registration surcharge. Requires a vehicle inspection certificate to state the odometer reading of the vehicle. Clarifies that the type of fuel required on applications for vehicle registration includes batteries or electricity. Requires the department of transportation to develop a long-term mileage-based usage fee implementation plan for all passenger vehicles and light duty trucks by 2033. Requires the department of transportation to seek federal funding. Appropriates American Rescue Plan Act funds for the state mileage-based road usage fee program.
Permits the Department of Hawaiian Home Lands to appoint independent counsel in certain circumstances. Requires the Department to amend its administrative rules accordingly.
