Reduces the amount deducted from the county surcharge on state tax to reimburse the State for costs of assessment, collection, and disposition from 10% to 5%. Sunsets on December 31, 2027.

Increases the state minimum wage rate incrementally each year to attain the rate of $22 per hour beginning 1/1/22. Authorizes the department of labor and industrial relations to annually adjust the minimum hourly wage beginning on 1/1/23 in accord with the Honolulu region consumer price index. Repeals the tip credit.
Makes an appropriation for the acquisition of land, planning, design, and construction of an agricultural park in South Maui. (SD1)
Authorizes drivers to use streaming music services through mobile electronic devices while driving.
Clarifies that restitution collections that are made pursuant to chapter 353, Hawaii Revised Statutes, when a criminal defendant is in the custody of the department of public safety include deductions from the defendant's account at the rate and in the manner established pursuant to section 353-22.6, Hawaii Revised Statutes. Requires a court-ordered restitution payment schedule to (1) set forth the foregoing requirements and (2) require, at minimum, monthly payments of 25% of the defendant's gross monthly income until restitution has been paid in full.
Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that the child was conceived during an act of sexual assault by the parent. Requires the court to accept police investigation materials as evidence of the sexual assault. For the period of time between the indictment and court determination in the case, grants the natural parent who is the victim of the sexual assault immediate temporary sole legal and physical custody of the child and prohibits visitation or allows supervised visitation of the indicted natural parent, as determined by the court.
Bans the sale, offer for sale, or distribution for sale of sunscreen or personal care products containing oxybenzone. (HB818 HD2)
Establishes requirements, restrictions, and implementation timelines for body-worn cameras and vehicle cameras for county police departments. Appropriates funds to the Attorney General to distribute to each county for the purchase of body-worn and vehicle video cameras subject to dollar-for-dollar match by the county. Requires reports to the Legislature.
Exempts rental income received for leasing housing to tenants participating in the federal housing choice voucher (section 8) program from the general excise tax.
