Establishes the R.E.A.C.H (Resources for Enrichment, Athletics, Culture, and Health) Program to provide a standardized framework and funding for after-school programs in public middle and intermediate schools. Repeals criminal penalties for possession of marijuana, but retains penalties for marijuana cultivation and distribution. Specifies that the crime of promoting a detrimental drug in the first degree includes the selling or bartering of more than one ounce of marijuana.

Appropriates funds to the Department of Human Services to restore basic adult dental benefits to Medicaid enrollees. Requires the Department of Human Services to obtain the maximum federal matching funds available for the expenditure. (HB843 HD1)
Clarifies that treatment drugs such as suboxone may be used in the maintenance or detoxification of narcotic dependent persons.
Legalizes under state law the growing, processing, possession, transfer, and personal use of marijuana in a specified quantity to persons at least twenty-one years of age. Requires licensing to operate marijuana establishments. Specifies the application and non-application of the Internal Revenue Code to expenses related to the production and sale of marijuana and marijuana products for state income tax purposes. Specifies that amounts received for the sale of marijuana or marijuana products are not exempt from the state general excise tax. Establishes a tax on the sale of marijuana, marijuana products, and manufactured marijuana products. Establishes an education special fund, into which marijuana tax revenues are to be deposited.
