Amends the penalty for criminal trespass onto public parks and recreational grounds. Requires law enforcement officers to provide homeless individuals who trespass onto public parks and recreational grounds with information regarding homeless shelters, services, facilities, and safe zones.

Requires landlords, who rent more than five dwelling units in a multi-family residential structure to unrelated families, to rent a minimum of twenty-five per cent of the dwelling units to extremely low-income families. Provides for exceptions.

Provides for low-interest microloans to assist landlords of derelict rental units in small apartment or condominium buildings to render these units habitable.
Requires the Legislative Reference Bureau to conduct a study on the impact of the weighted student formula on small and remote schools to determine whether the formula fulfills its statutory purpose of equalizing operational funding among the State's public schools.
Requires board members of condominium associations to disclose significant financial interests prior to taking action that affects both the association and a third-party provider. Prohibits board members from receiving gifts from those types of third party providers. Expands the powers of the real estate commission to enforce violations by board members of disclosure requirements and gift prohibitions.
Establishes within the Hawaii Emergency Management Agency an emergency management watershed team, which shall have the authority to access any state, county, or private real property within the State for the limited purpose of clearing the mouth of certain streams in preparation for the imminent approach of a hurricane. Prohibits the sale, offer for sale, or distribution for sale of non-prescription SPF sunscreen products containing octinoxate or oxybenzone.
Requires the Hawaii Tourism Authority to update the statewide tourism strategic plan and to fund the update of county visitor industry strategic plans. Allocates a portion of transient accommodations tax revenues for the county plans. Establishes a planner position in the Authority to administer the development and implementation of the county plans.
Allows the Low-Income Housing Tax Credit to be claimed against the general excise tax.
