Appropriates funds for the Department of Health to contract for the provision of youth mental health and wellness services to address the mental health and wellness needs of youth in the State. (CD1)
Allows registered pharmacists during declared states of emergency to refill prescriptions for persons directly impacted by the emergency for up to a thirty-day supply if the practitioner is unavailable or cannot be contacted to authorize the refill and if, in the pharmacist's professional judgment, failure to refill the prescription might interrupt the patient's ongoing care and have a significant adverse effect on the patient's well-being. Increases the state supplemental payment ceilings for type I adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, certified adult foster homes, and type II adult residential care homes. Effective 10/1/2024. (SD2)
Increases the monthly needs allowance for individuals living in certain long-term care facilities from $50 to $75. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal Supplemental Security Income Program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Clarifies the individuals who are eligible to receive the needs allowance. Exempts the Hawaiʻi Convention Center from certain requirements regarding concessions on public property. Authorizes the Hawaiʻi Tourism Authority to sell or lease naming rights for the Hawaiʻi Convention Center facility. Facilitates advertising and marketing in and on the Hawaiʻi Convention Center facility. (CD1)
Extends the State's deadline to achieve its energy-efficiency portfolio standards target from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2030, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2045 and interim standards. Takes effect 1/1/2060. (SD2)
Requires the Department of Agriculture to establish and implement a pesticide inspection program to increase compliance with the proper use of restricted use pesticides and ensure the continued prohibition on the use or application of pesticides containing chlorpyrifos. Requires the Department to post the inspection results on its website upon completion of a final order for a violation. Effective 7/1/3000. (SD2)
Modifies certain benchmark goals and timeline for the Department of Education to provide locally-sourced agricultural and food products. Takes effect 7/1/2050. (SD1)
