Amends the licensing procedures of the industrial hemp pilot program by allowing applicants to apply for a license at any time during the year in which the applicant plans to grow industrial hemp.
Increases the Pesticide Use Revolving Fund threshold from $250,000 to $1,000,000.
Appropriates funds to issue civil identification cards to inmates upon request prior to their release from prison.
Requires habitat conservation plans and safe harbor agreements to include the measures or actions to be undertaken to respond to individuals of the candidate species affected by take. Authorizes other funds to be deposited into the Endangered Species Trust Fund.

Requires coffee blend labels to disclose regional origins and per cent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than 51 per cent coffee by weight from that geographic origin.
