Allows incarcerated persons who were Hawaii residents immediately prior to incarceration to vote in Hawaii elections by absentee ballot.

Authorizes establishment of a bona fide provider-patient relationship via telehealth. Authorizes dispensing of devices that provide safe pulmonary administration of medical cannabis by dispensary licensees. Increases the allowable tetrahydrocannabinol limit for of certain manufactured cannabis products. Limits felony convictions that disqualify an individual from employment with a dispensary licensee. Establishes a working group to make recommendations regarding employment of qualifying patients and manufacture and dispensing of edible cannabis products. (HB2729 CD1)
Makes eligible for membership on a county arborist advisory committee certified arborists, horticulturists with specialization in trees, and persons who have received a master's degree in botany. (SD1)
Establishes a two-year Agricultural Theft and Vandalism Pilot Project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the County of Hawaii. Appropriates funds. Appropriates moneys to the Agribusiness Development Corporation to identify factors that affect the quality of local papaya and to develop and establish protocols to enhance the marketability of Hawaiian papayas. Establishes a temporary Kapolei jobs initiative tax credit that offers incentives to increase the number of businesses willing to establish themselves or open new locations in the Kapolei region. For taxable years beginning after 12/31/2018. Effective 7/1/2112. (SD2)
Makes the motor vehicle registration fee for U-drive motor vehicles consistent with the fee for all other motor vehicles. Makes any county ordinance that increases a motor vehicle registration fee applicable to U-drive vehicles. (HB2177 HD1)
