RELATING TO LEI.

Requires and establishes benchmarks for each state executive agency to ensure that a certain percentage of lei purchased by that executive agency consists of lei made entirely of natural objects and plant materials grown, harvested, and assembled in the State. Establishes labeling requirements for lei and lei materials. Requires the disclosure of the geographic origin for the plant materials and natural objects that comprise a lei or lei materials. Effective 7/1/3000. (HD2)

RELATING TO HOUSING.

Provides the Hawaii Housing Finance and Development Corporation with autonomy in personnel matters. Increases the salary cap for the Executive Director and Deputy Executive Director of the Hawaii Housing Finance and Development Corporation. Renames the Executive Assistant of the Hawaii Housing Finance and Development Corporation the Deputy Executive Director. Prohibits the extension of any employment contract of the Hawaii Housing Finance and Development Corporation and Hawaii Public Housing Authority beyond two years without legislative approval. RELATING TO DISCLOSURE OF ATTORNEY-CLIENT AND ATTORNEY WORK-PRODUCT PRIVILEGED COMMUNICATIONS TO THE OMBUDSMAN.

Specifies that disclosure of communications by an agency to the Ombudsman does not waive any existing attorney-client or attorney work-product privilege pertaining to those communications. Prohibits the Ombudsman from disclosing privileged communications to others. Effective 7/1/3000. (HD1)

Establishes a 5-year Hawaii Builds Pilot Program within the Hawaii Housing Finance and Development Corporation and designates projects that meet specific requirements as Hawaii Builds Pilot Projects. Authorizes the Corporation to deploy moneys from the Dwelling Unit Revolving Fund for predevelopment activities or as active construction equity. Requires annual reports to the Legislature.
