Establishes requirements for transient accommodations brokers prior to publishing an advertisement on the availability of a property for lease or rent on behalf of an operator or plan manager. Prohibits transient accommodations brokers from engaging in business with an operator or plan manager who is not in compliance with state laws and county ordinances. Prohibits a hosting platform from providing booking services in connection with a transient vacation rental that is not lawfully certified, registered, or permitted as a transient vacation rental under applicable county ordinance. Requires the Department of Education to create and manage a sports league for high school students in West Oahu, to further aid the development of high school students. This league is open to all high school students, regardless of whether the student attends a public, private, charter, or home school.

Appropriates funds to the department of the attorney general to collect data and conduct a study on how to reduce criminal activity in Waikiki.

Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaii state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaii state energy office as the agency responsible for developing and administering the program and requires the Hawaii state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program. Requires each regulated electric and gas utility to use the estimated social cost of greenhouse gas emissions established by the United States Interagency Working Group on the Social Cost of Greenhouse Gases in that utility's respective integrated resource planning process. Requires the State to consider the estimated social cost of greenhouse gas emissions in planning new infrastructure and capital improvement projects and when designing and constructing new buildings. Converts the human trafficking victim services fund to a human trafficking reparations fund. Revises the purpose of the fund to provide direct financial assistance to victims of trafficking. Requires the department of human services, rather than the department of labor and industrial relations, to administer the fund. Effective 6/30/3000. (HD1)

Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for medication used for the treatment of obesity or weight loss management for a covered individual who is overweight and has one or more related comorbidities.

Includes electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Establishes a tax of ten per cent for the wholesale price for electronic smoking devices. Allocates a portion of funds collected on excise taxes on electronic smoking devices to the trauma system special fund, community health centers special fund, emergency medical services special fund, and tobacco enforcement special fund. Permits funds in the tobacco enforcement special fund to be used to enforce provisions prohibiting the sale and distribution of electronic smoking devices to, and possession or use of electronic smoking devices by, persons under the age of twenty-one.

Exempts Hawaiian language immersion program students from kindergarten assessment requirements.

Establishes the Red Hill water contamination health impacts program within the Department of Health to track the long-term impacts of the 2021 petroleum release from the Red Hill Bulk Fuel Storage Facility. Appropriates moneys.
