RELATING TO THE CONVEYANCE TAX.

Amends the conveyance tax by adding a fee schedule for properties that are sold by foreign entities or non-resident foreign nationals.

RELATING TO A GREEN USER FEE PROGRAM.

Requires the department of land and natural resources to establish a green user fee program to collect user fees for certain parks. Requires the department of land and natural resources to develop a mobile application for the green user fee program. Exempts certain individuals from the green user fee program. Appropriates funds. RELATING TO SCHOOLS.

Requires the board of education to adopt rules to expand the jurisdiction of all public schools under the purview of the department of education to include a quarter-mile radius surrounding each public school.

RELATING TO CHARTER SCHOOLS.

Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. Effective 6/30/3000. (HD1)

RELATING TO DEPOSIT BEVERAGE CONTAINER MATERIALS.

Requires deposit beverage distributors that sell, offer for sale, or distribute deposit beverage containers in the State to meet minimum postconsumer recycled content requirements or minimum non-petroleum materials content requirements. Effective 6/30/3000. (HD1)

RELATING TO TRAFFIC CONTROL.

Requires the department of transportation to authorize state and county traffic projects to make changes, as necessary, to traffic flow and mitigation efforts. Prohibits contractors from charging additional fees to amend traffic flow and safety or mitigation efforts. Requires the department of transportation to make a final determination on all changes to traffic flow and mitigation. Effective 6/30/3000. (HD1)

RELATING TO FINGERPRINTING.

Prohibits the department of health from requiring an applicant, operator, employee, or adult volunteer at a healthcare facility or, in the case of a healthcare facility operated in a private residence, any adult living in the home other than the client, to consent to fingerprinting except in connection with the initial licensing or certification of the individual or healthcare facility. In the case of a healthcare facility operated in a private residence, any adult living in the home other than the client, who was not living in the home at the time of initial licensing of certification, shall not be required to be fingerprinted more than once. Resets initial fingerprinting and background check requirements if the licensee terminates the license and later applies for a new license. Provides that the department of human services shall not require service providers who have direct contact with individuals receiving adult services to be fingerprinted as part of the criminal history record check process more than once.
