RELATING TO TAXATION.

RELATING TO MENTAL HEALTH.

Establishes provisional or associate-level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances. Requires psychologist license applicants to possess a doctoral degree and complete certain supervised experience requirements before sitting for the licensing examination. RELATING TO SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM INCENTIVES.

Appropriates funds to the Department of Agriculture for costs for its meat inspection program, including the establishment of 1 full-time equivalent (1.0 FTE) inspector program supervisor position and 3 full-time equivalent (3.0 FTE) inspector positions to perform meat inspection services. RELATING TO CLIMATE CHANGE MITIGATION.

Requires the Department of Health to establish a Refrigerant Management Program to reduce emissions of high global warming potential refrigerants and any refrigerant that is an ozone depleting substance from stationary, commercial, and industrial refrigeration systems and air conditioning systems and adopt rules for the regulation of the use of such refrigerants. Requires the State Building Code Council to establish codes and standards consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons when updating the State Building Code. Specifies that no law, rule, ordinance, or code, including the State Building Code, shall prohibit or limit the use of a refrigerant deemed acceptable under federal law. Appropriates funds. RELATING TO MEAT PROCESSING.

Requires the Department of Agriculture, in collaboration with other state agencies, to develop and implement a plan by 7/1/2025 to expand the meat processing capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by nonprofit food distribution services.
