RELATING TO COMPENSATION.

Requires each county to establish rates of compensation for members of certain qualifying county boards, commissions, authorities, and committees. Requires each county to submit a report to the Legislature regarding the county's compliance with this Act. Appropriates moneys to each county for the purpose of providing the compensation required by this Act.

RELATING TO TAXATION.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Establishes the natural resource management commission and special fund. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Allocates transient accommodations tax revenues to the natural resource management special fund. Appropriates funds from the natural resource management special fund for the purposes of the fund and administrative, office, and staffing expenses.

RELATING TO THE HAWAII THEATRE CENTER.

Designates the Hawaiʻi Theatre Center as the Hawaiʻi State Theatre on 1/1/2025, contingent upon the department of accounting and general services' acquisition of Hawaiʻi State Theatre. Effective 6/30/3000. (HD1)

RELATING TO PUBLIC ORDER.

Establishes the offense of loitering on public property and adds trespassing on public property to the offense of criminal trespass in the first degree. Establishes the homeless case management program and special fund, administered by the judiciary for the benefit of homeless persons.

RELATING TO CLEAN ENERGY.

Requires the clean energy initiative program to design, implement, and administer a plan to increase jobs aligned with the State's transition to a clean energy economy and strategies for evaluating and supporting a transition to a clean energy economy that advances social equity. Authorizes the use of the energy security special fund to create jobs that advance the State's goals of achieving greater energy security and adapting to climate change, expand workforce development and training programs for workers transitioning to a clean energy economy, and strengthen social equity in the adoption of clean energy technology. Appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO MEDICARE SUPPLEMENT INSURANCE.

Requires issuers of Medigap insurance in the State to accept an eligible individual's application for coverage at any time throughout the year and prohibits issuers from denying the applicant a Medigap policy or certificate or make any premium rate distinctions because of health status. Requires the Insurance Commissioner to amend or adopt rules accordingly.

RELATING TO EMERGENCY POWERS.

Requires the Governor to ensure continued operation of medical facilities upon declaration of a state of emergency and during times of health or pandemic emergencies. Allows hospitals to suspend elective surgeries during the period of emergency to address the facility's bed capacity. Defines "hospital".

RELATING TO EDUCATION.

Beginning January 1, 2025, authorizes public schools and public charter schools to have an employee trained to administer or assist with the self-administration of seizure disorder rescue medication, with certain exemptions. Authorizes all principals, guidance counselors, and teachers to perform an annual self-review of seizure disorder materials. Allows a seizure action plan for every diagnosed student to be established and distributed to employees charged with supervising the student. Appropriates funds.
