Authorizes the issuance of general obligation bonds for statewide planning and coordination for transit-oriented development projects identified in the state strategic plan for transit-oriented development. Effective 7/1/3000. (HD1)
Appropriates funds to the department of the attorney general to collect data and conduct a study on how to reduce criminal activity in Waikiki.
Requires the department of education to employ one full-time equivalent counselor, vice principal, and media specialist at each department school. Appropriates funds.
Beginning no later than 1/1/2025: requires farm owners or operators to confine egg-laying hens in accordance with certain standards, with exceptions; prohibits a business owner or operator from selling shell eggs or egg products that are produced by egg-laying hens that were confined in a manner that violates certain standards, with exceptions; and requires the department of agriculture to certify a business owner or operator who sells shell eggs or egg products within the State.
Prohibits nonresident aliens and businesses and trusts that are significantly controlled by nonresident aliens from acquiring certain residential property in the State, except as otherwise provided by law.
Increases the fines for violating motor vehicle insurance requirements. Effective 6/30/3000. (HD1)
Makes the sale of gasoline for an unconscionably excessive price during periods of abnormal disruption of the market an unfair trade practice. Increases penalties for violations of the law regulating unfair trade practices by the petroleum industry. Authorizes the courts to order all or a portion of any civil penalty imposed to be deposited into the energy security special fund.
Establishes a surcharge on the conveyance tax upon the transfer or conveyance of prolonged vacant property.
Prohibits drivers from operating vehicles with more than four wheels and high-passenger cars in the left-hand lane, or close to the left-hand curb or left-hand edge, of roadways. Exempts drivers operating public transportation vehicles in highoccupancy vehicle lanes or zipper lanes.
