Requires the department of education equip all classroom doors with interior locks, maintain a public address system, feature an emergency access route, employ a student resource officer, and maintain fire alarms. Mandates the establishment of school emergency management plans. Requires schools conduct regular testing and emergency preparedness drills. Appropriates funds exceeding the ceiling.

Appropriates moneys to each county to mitigate flood risks on privately owned roads. Provides that the appropriation or expenditure of moneys shall not be construed to establish a duty of care or grounds for liability for the State or counties. Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.
Requires the Department of Law Enforcement to coordinate crisis intervention training for state and county law enforcement agencies and crisis intervention officers. Requires the Department of Health to certify crisis intervention officers. Defines "crisis intervention officer". Authorizes crisis intervention officers to order persons determined to be imminently dangerous to themselves or others to be transported to a designated behavioral health crisis center. Establishes positions. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Amends the deadlines related to the repair of conditions that constitute health or safety violations and the payment of past due rent. Increases the amount deducted from a tenant's rent for the tenant's actual expenditures to correct health or safety violations and defective conditions.
Establishes the Tour Guide Licensing Program within the Department of Commerce and Consumer Affairs. Requires tour guides to complete the Professional Standards Tour Certification program by the University of Hawaiʻi or another program approved by the Director.
Requires all private schools to develop and implement comprehensive action plans for the management of anaphylaxis in their respective schools, including administration of auto-injectable epinephrine. Establishes certain immunity from liability for designated private school employees and agents who administer auto-injectable epinephrine during emergencies.

Allows the Public Utilities Commission to convene community outreach workshops to aid electric utilities in the development and implementation of best practices regarding wildfires. Requires electric utilities to design and operate in compliance with a risk-based wildfire protection plan approved by the Public Utilities Commission. Shields electric utilities from civil liability for acts taken in accordance with a risk-based wildfire protection plan and failing to act in accordance with an item in the draft plan but removed by the Public Utilities Commission. Shields the State, Public Utilities Commission, and its agents from liability for actions taken in the performance of their duties with respect to risk-based wildfire protection plans.
Appropriates a percentage of the tobacco settlement moneys to the Hawaiʻi cancer research special fund.
Establishes the misdemeanor offense of criminal littering in the first degree for the improper disposal of household hazardous waste on public or private property or in public or private waters. Amends existing criminal littering offense to be the offense of criminal littering in the second degree.
